【治國理政新實踐·江蘇篇】高層次人才個稅獎補(bǔ)在連云港安居開始申報

【連網(wǎng)】(連云港日報全媒體記者 李慧 通訊員 胡學(xué)鋒)為支持企業(yè)引進(jìn)和留住高層次人才,促進(jìn)企業(yè)轉(zhuǎn)型升級,日前,連云港市人社局、連云港市財政局聯(lián)合啟動了2016年度高層次人才個人所得稅獎補(bǔ)在連安居申報工作,對服務(wù)三類企業(yè)的高層次人才,可給予連續(xù)3年的補(bǔ)貼。

本次個稅獎補(bǔ)政策主要針對服務(wù)于連云港市境內(nèi)三類企業(yè)的高層次人才,分別是國家高新技術(shù)企業(yè)、經(jīng)認(rèn)證的軟件企業(yè)、連云港市級以上電子商務(wù)示范企業(yè)。所獎補(bǔ)的人才應(yīng)符合相關(guān)標(biāo)準(zhǔn):個人以工資、薪金構(gòu)成的年收入超過20萬元;本人需在連云港市范圍內(nèi)購買商品性住宅,未購房者不享受補(bǔ)貼;本人應(yīng)為從事關(guān)鍵技術(shù)、軟件研發(fā)或處于關(guān)鍵管理崗位;原則上應(yīng)符合連云港市對高層次人才的認(rèn)定標(biāo)準(zhǔn)。為使連云港市區(qū)符合條件的高層次人才充分享受獎補(bǔ)政策,在符合前兩項條件的基礎(chǔ)上,崗位認(rèn)定等可以企業(yè)申報為主,適當(dāng)放寬標(biāo)準(zhǔn)。

此次獎補(bǔ)資金為符合申報條件的相關(guān)人才上一年度在連工資、薪金所得繳納的個人所得稅連云港市級留成總額。資金來源為在連高層次人才工資、薪金所得繳納的個人所得稅連云港市級留成部分,不占用其他資金。申報到6月30日截止,超期申報的遞延到下一年度審核。對每位經(jīng)審核認(rèn)定的高層次人才連續(xù)補(bǔ)貼3年,執(zhí)行期限將根據(jù)國家和省有關(guān)政策調(diào)整情況另行通知。

按照規(guī)定,在進(jìn)行收入水平審核、購房情況審核、人才崗位審核、高層次人才認(rèn)定等程序,各項資料審核完成后,連云港市人才辦最終發(fā)文認(rèn)定補(bǔ)貼對象,一次認(rèn)定有效期3年。
